In Uttarakhand's hills, whole villages have emptied out. The voter roll is only now catching up.

Pauri, Almora, Tehri, Pithoragarh — for years, people have left the hills for Dehradun, Haldwani, Delhi and beyond. Many stayed registered at the family house they'd left. So hill booth lists carried names of people who hadn't lived there in a decade, while plains booths in Dehradun and Udham Singh Nagar kept swelling.

The Special Intensive Revision fixed a lot of that. Uttarakhand's final roll was scheduled for 15 September 2026, a few months before the 2027 election. The Uttarakhand voter list in Excel gives it to you ready to use: one workbook per constituency, one sheet per booth, every voter on one row, in Hindi and English.

Hill Booths Shrank. Plains Booths Grew.

What SIR does to a state with this much internal migration:

  • hill booths lose voters who had permanently shifted
  • plains and city booths gain new residents who enrolled where they actually live
  • booths over 1,200 voters in fast-growing areas get split and renumbered
  • the 2022 roll stops being a guide to who actually votes where

For a campaign, the takeaway is blunt. In hill seats, your 2022 voter count overstated the real electorate. In plains seats, it understated it. Re-size every booth on the new roll before you assign a single worker.

A Few Months From Roll to Vote

Final roll in September. Election due early 2027. In between: booth committees, walk lists, worker allocation, new-voter outreach — across 70 seats, many of them reachable only by mountain roads that close in winter.

A sortable sheet saves weeks in that window. Sort a hill booth by section and house number, and a worker can cover it in one trip instead of three.

Frequently asked questions

How can I get the Uttarakhand voter list in Excel?

The Chief Electoral Officer, Uttarakhand publishes the roll only as PDFs, one per booth. Setuk.org provides the SIR 2026 roll in Excel, one workbook per assembly constituency and one sheet per booth, with names in Hindi and English.

When was the Uttarakhand SIR final roll published?

The final roll under phase three of the Special Intensive Revision was scheduled for 15 September 2026, with 1 July 2026 as the qualifying date.

How many constituencies are there in Uttarakhand?

70 assembly constituencies (55 General, 13 SC, 2 ST) and 5 Lok Sabha constituencies.

Why did hill constituencies change so much in SIR?

Many hill villages have lost residents to the plains and to other states. Voters who had shifted permanently were removed from their old booths, so hill booth lists shrank while some plains booths grew.

When is the next Uttarakhand Assembly election?

The last one was held in February 2022, so the next is due in early 2027. The SIR 2026 roll is its base.

Does the Uttarakhand voter list include phone numbers?

No. Only what's printed in the public roll: EPIC number, name, relative's name, house number, age, gender, section and part number.
