Excel voter lists

Odisha holds its Assembly and Lok Sabha elections on the same day. One roll, two contests.

That changes how a campaign uses its voter list. The same booth sheet has to work for an assembly candidate and a Lok Sabha candidate — which means the data has to roll up cleanly from booth to constituency to Lok Sabha seat. Next time is 2029, and the roll it'll run on was rebuilt in 2026.

The Odisha voter list in Excel gives you that roll in a form that rolls up: one workbook per constituency, one sheet per booth, every voter on one row, in Odia, English and Hindi.

Odisha Votes Both Ballots at Once

Because both elections happen together, Odisha campaigns often coordinate across assembly and Lok Sabha teams. Clean data helps:

  • each of the 21 Lok Sabha seats is seven assembly segments — order one bundle and you have all seven
  • every workbook uses the same layout, so totals add up without rework
  • booth sheets can go to whichever team is working that ground
  • the summary sheets compare instantly across segments

Round Letters, Real Problems

Odia script is beautiful and a pain to read off a scan. Its letters are rounded, with few straight strokes, and on a low-resolution PDF several look nearly identical — ଠ, ଡ and ଢ are the classic trio. OCR trained on Devanagari or Bengali gets them wrong constantly.

We use OCR set up for Odia, a person checks the names, and every booth is matched against the official men and women totals before it ships. The English and Hindi transliterations get the same care.

The SIR 2026 Roll

Odisha was one of the first states to complete phase three of the Special Intensive Revision. Booth Level Officers verified voters house to house, and the final roll was scheduled for 21 September 2026.

That roll removes deaths, duplicates and voters who shifted away — Odisha sends many workers to other states — and adds new voters who turned 18 by 1 July 2026. The 2024 roll no longer lines up booth for booth.

What You Get

  • One workbook per constituency
  • A summary sheet: every booth, polling station, and men, women and third-gender totals
  • One sheet per booth, named by part number
  • One row per voter: EPIC number, name, relative's name, relation, house number, age, gender, section
  • Odia, English and Hindi names
  • Supplementary lists merged in, deleted voters flagged
  • Public roll data only — no phone numbers, photos or caste tags

Frequently asked questions

How can I get the Odisha voter list in Excel?

The Chief Electoral Officer, Odisha publishes the roll only as PDFs, one per booth. Setuk.org provides the SIR 2026 roll in Excel, one workbook per assembly constituency and one sheet per booth, with names in Odia, English and Hindi.

When was the Odisha SIR final roll published?

The final roll under phase three of the Special Intensive Revision was scheduled for 21 September 2026, with 1 July 2026 as the qualifying date.

How many constituencies are there in Odisha?

147 assembly constituencies (90 General, 24 SC, 33 ST) and 21 Lok Sabha constituencies.

Why is Odia hard to convert from a scan?

Odia's rounded letters look alike on low-resolution scans – ଠ, ଡ and ଢ are a common mix-up – and OCR trained on other scripts misreads them. We use Odia-specific OCR and check every booth against the official totals.

Is the Odisha voter list available in English?

Yes. The roll is printed in Odia. Each file keeps the Odia names and adds English and Hindi transliterations, reviewed by people.

Does the Odisha voter list include phone numbers?

No. Only what's printed in the public roll: EPIC number, name, relative's name, house number, age, gender, section and part number.
