Bihar was the guinea pig. Every other state is now catching up.
In mid-2025, Bihar became the first state to go through the Special Intensive Revision — Booth Level Officers rebuilding the roll door to door across all 243 constituencies. Lakhs of dead, migrated and duplicate entries came off the draft. Lakhs of new and returning voters came back on through claims. The final SIR roll landed on 30 September 2025, and that's the roll Bihar voted on in November.
So if your booth data dates from 2020, or even the 2024 Lok Sabha poll, it was built on a roll that's been torn down and rebuilt. The Bihar voter list in Excel from Setuk.org uses the SIR roll: one workbook per constituency, one sheet per booth, every voter on one row, in Hindi and English.
This wasn't a routine annual update. Voters had to hand in enumeration forms, and anyone who couldn't be verified didn't make the draft. Three things happened at once:
Bihar sends a huge share of its workforce to other states. That's exactly why the old roll was padded — and why a 2020 walk list now sends volunteers looking for people who aren't there.
People assume a Hindi roll converts cleanly. Then they open the output.
The scans are the problem. Matras and joined letters blur, and OCR starts swapping ि for ी, श for ष. "Kumari" turns into two different names in two different booths. The same name gets written as Kumar, Kr. and Kumaar across a constituency — and your search finds a third of them.
We fix that by hand. Every name gets a consistent Hindi spelling and an English transliteration, so the file works in CRMs and campaign apps that choke on Devanagari, and for consultants who'd rather read Roman script. Each booth is checked against the official men and women totals before it ships.

Bihar's panchayats were elected in 2021. That puts the next round in 2026 — and panchayat polls run on ward-wise rolls from the State Election Commission, Bihar, not the assembly roll. We convert those on request, one ward per sheet. Tell us the block or panchayat.
Bihar rebuilt its roll first. Rebuild your booth plan on it — before the panchayat season starts.
Contains only data from the publicly available Bihar electoral roll. For electoral, political and research use under ECI guidelines and the DPDP Act, 2023.
The Chief Electoral Officer, Bihar publishes the roll only as PDFs, one per booth. Setuk.org provides the SIR roll in Excel, one workbook per assembly constituency and one sheet per booth, with every name in Hindi and English. Order a constituency, a Lok Sabha seat, a district or the full state.
On 30 September 2025, after house-to-house verification that began in June 2025 and a claims and objections period. It was the roll used for the November 2025 Assembly election.
Not reliably. SIR removed lakhs of entries – deceased, shifted and duplicate voters – added new ones through claims, and reorganised booth lists in many places. Rebuild booth plans on the SIR roll.
Yes. The roll is printed in Hindi. Our files keep every Hindi name and add an English transliteration reviewed by people, so the data works in CRMs and campaign apps.
243 assembly constituencies (203 General, 38 SC, 2 ST) and 40 Lok Sabha constituencies, each covering six assembly segments.
Yes, on request. Panchayat and municipal rolls come from the State Election Commission, Bihar, and are organised by ward. Panchayats elected in 2021 are due for elections in 2026.
